
James Evans MS is becoming increasingly concerned about Natural Resources Wales’ restrictions on Monmouthshire and Brecon Canal which could see it run dry.
The Canal & River Trust has said maintaining water levels has become more difficult in recent years and has been taking water from the River Usk and its tributaries for decades, but in 2017 - it was decided only licence holders could take water under the Water Resources Act 1991. At the end of 2022, new conditions were attached to the abstraction licences at Brecon by Natural Resources Wales (NRW), which impose a limit on the water supply to the canal. The Trust appealed the decision but in late 2024 the Planning and Environment Decisions Wales (PEDW) determined the appeals against the Trust. This means they are now required to limit water abstractions from the River Usk in accordance with the new licence conditions. This poses a serious risk to the future viability of the canal.
James has written to Natural Resources Wales urging them to review their licence conditions with the Canal and River Trust to ensure the canal is preserved.

“I am very worried by the conditions imposed on the Canal and River Trust by NRW that risks the very future of our wonderful Canal.
“The Monmouthshire and Brecon Canal makes a significant contribution to our local economy attracting tourists, supporting businesses, and providing leisure facilities for huge numbers in the Summer months and enjoyed by many residents all year round.
“I have written to NRW as a matter of urgency and asked them what they plan to do to avert the potentially catastrophic economic and social consequences for the Canal and the many local businesses that depend upon it.”
